Since the establishment of master degree in the academic year of 2000, we have followed our core value, and devoted ourselves to analyzing educational policy and preparing future leaders in the field of educational leadership. We explored different issues about educational policy, leadership, and management based on our faculty’s research specialty in the hope of maximizing the benefit of educational policy and leadership. 
The four stages of our development are as follows:
1. In the academic year of 2000, our full-time master’s program began. Through the program, we provide opportunities for college graduates to pursue master degree in education and nurture future leaders in educational policy and leadership. 
2. In the academic year of 2002, the part-time master’s program began. Through this program, we provide opportunities for people who are in work to pursue a master degree in education and enhance employed educational workers’ ability, a way to comply with the government’s policy of lifelong learning and recurrent education. 
3. In the academic year of 2008, in accordance with Tamkang University’s policy of revitalizing the organization, the Graduate Institute of Higher Education merged with us. Since then, students had been divided into two sections: educational management and higher education. 
4.In the academic year of 2013, also in accordance with the university’s policy of revitalizing, the two sections were merged.
Since the establishment of the Institute, we have enrolled students according to the number approved by the university. In the first year, the number of students enrolling in full-time master’s programs was 10. In the first year of part-time master’s program, 20 students enrolled. After the reorganization in 2008, 15 people enrolled in the educational management program and 10 in higher education program in the academic year of 2012. In the next year, the two programs were merged. In the same year, 20 students enrolled in our master’s program, and 18 students in 2014. In 2014, there were 105 full-time and part-time students. Hitherto, we have 375 alumni, among whom 169 graduated from our full-time program and 206 from part-time program.
